1. Fire-casting is the creation of flames, and the control of flames that she has cast. Her CrIg spells are a product of her breath, and (as a cosmetic explanation) her focus controls her breath. No mechanics, just fluff.

2. Vibria is able to breathe fire as a dragon. It is a Cr(Re)Ig effect with a range of Personal. The fire is created in her lungs, and projected outward by the Rego requisite.
